Would you be just as well off with some broadcast quality footage that
has been compressed with broadcast-grade compression? By the sounds of
what you're trying to do, that would be an order of magnitude better
than your end result anyways, and probably much easier to provide.
Another option might be to take some broadcast quality HD footage and
downconvert it. (Yes, it's still very compressed, but much better
quality than MiniDV or most DVDs.)

Sure you do. You can generate bars with The Gimp or Inkscape, and you
can generate animations in Blender. They're all Free, Open Source
software. (Or google for SMPTE bars in PNG, TGA, SVG, or TIFF format.
Wikipedia has a good article on bars.)

The problem is it's a bit of work to do. All our capture equipment is
deep inside the building, and I presume you would want a shot of
outside. Like George said, all recorded formats are compressed, so I'd
have to run a line from a camera outside to the capture equipment. Can
I just capture some 1st generation BetaSP footage at 4:2:2 into
"uncompressed" avi for you? That would be fairly easy and shouldn't
exhibit any digital compression artifacts.
