NTPD issues

I have a centos 4.6 machine with ntpd issues;
ntp-4.2.0.a.20040617-6.el4. Actually I think most, but not all, of my
centos 4.6 servers are having this problem. My RHEL and ubuntu
machines seem fine.

While the machines in question seem to be syncing their own clock,
they're not advertising to clients properly:

The reftime stays in the future and the stratum at 16. I've pared
down the config file to be as simple as possible and most recently
added a bunch more servers:

Does anyone have suggestions? And yes I wait up to ten minutes after
a restart to ensure it has time to do its thing. There is no
firewall. Thanks.
