Connection refused usually means the tracker (the server that
regulates the torrent) is offline or unwilling/unable to initiate a
connection to you. Without the tracker there is no way to start a
torrent download. If you are already in a download when a tracker goes
offline it can still function as long as there is a person with 100%
of the file.
Usually if it is unwilling you will get an error message telling you
why. Most likely though the torrent is offline and abandoned.
