Well, that's an administrative PITA since there are a relatively large
number of clueless or ignorant users to be treated as "exceptions".
I still think you should have to have a license to access the Internet.
Depending on the level of your licence, you can get different access. The
same qualifications would apply to all users and access/service providers
would be respobsible for ensuring their users are qualified for the access
they get.
I know what I'm doing and should be permitted to run a mail server, many
others shouldn't because they don't know how to safely configure it.
I know how to protect my machine, many home users don't have a clue other
than the 30 day trial anti-virus software that came with their new PC 2
years ago.
