Some cablemodems have built-in DHCP servers, although I've not yet
figured out what the purpose is. They typically use an IP address of
192.168.100.1, and hand out IPs like that. The DHCP server is generally
only active when the modem is offline and hasn't yet picked up its
configuration from the cable company. Nothing to be particularly
worried about.
If you're the curious sort, you may find that the modem still responds
to 192.168.100.1 even after you have a proper IP, and that it's running
a web server that produces some information about its connectivity.
