My guess would be that some idiot has their own "firewall" applicance
incorrectly connected (ie the cable modem is plugged in to a LAN port).
If you can speak to someone knowledgeable at Shaw support who gives a crap,
they might be interested in getting the problem fixed. It would likely
affect everyone on your network segment. If you do some detective work,
you could find the MAC address of the offending device which should give
Shaw enough information to trace it to a particular cable modem which they
could shut off until it's fixed.
If you can do it, you should consider doing ingress filtering on the RFC1918
networks so then you would just ignore this junk.
