Who is my router talking to?

Can anyone explain what's going on in the log below?
This is the log from a basic home router - an SMC2804WBR.

According to the config settings, it should ask for a dynamic IP from
Shaw, have a local address of 192.168.0.42, and hand out IP's to my
network in the range from 192.168.0.130 - 150.

But yesterday, after the power outage, all my computers were shut off,
but the cable modem and router had restarted, and I was surprised at the
continuous activity to the cable modem (I know, it's probably just a
constant stream of scans looking for XP SP1 boxes, etc.). Out of
curiosity I looked at the router log file, and was surprised to see that
right after startup it got an offer from 192.168.100.1 and got a WAN IP
of 192.168.100.11, then a minute later it picks up the Shaw WAN IP and
Gateway.

Am I missing something simple or obvious? Who is between the router and
Shaw? Should I be suspicious or what am I missing?
