Like others have said, it's just DSL without POTS service.
DSL over a phone line works much like a radio broadcast (or cable TV), the
media (a copper pair) is divided into channels. Voice just uses the lowest
3KHz. DSL usually operates above 10KHz. The "splitter" that you put between
the phone and wall jack just filters (attenuates) the higher frequency stuff
so you don't hear it on the phone. The splitter for the DSL modem is the
opposite, passig high frequencies, attenuating the low.

Voice DSL
Naked DSL is exactly the same, as DSL with POTS service except there is no
POTS using the lower 3 KHz. The low portion of the spectrum is unused.
The only difference is you wouldn't need the filter to attenuate the voice
communication since there is nothing there.
As far as VoIP, it's no different than using Vonage or Skype or your VoIP
provider of choice over your Internet provider of choice. The fact that
the DSL is "naked" is irrelevant unless your DSL provider chooses to offer
a different level of service.
