If the target hardware is x86, just use your favorite distribution and
read up on writing device drivers for Linux. When it comes time to
deploy and disk requirements are tight, look into using busybox.
If your target is note x86 you'll want to look into board support
packages, many of which can be found for free if you don't need
support.
Otherwise I don't know of live cd that will meet your needs.
