init 6 question

Hi All,

I have been having trouble lately with a VIM I migrated from a red hat
box (add in over the partitions).
Now when I init 6 or init 0 it I get

Init: no more processes in runlevel

would you suspect that something didn't get copied over ? in /dev ?
