I partly agree although consumers in Saskatoon generally have a myopic
economic view. Don't expect broad update by consumers unless there is some
immediate cost saving.

On the other hand, I don't think this sort of initiative would have the
desired effect. The cheap ass consumers look at it as "ooh, free stuff",
not "I'll kick the tires and see if these expensive bulbs are worth it".

The city has tried similar initiatives with compost bins yet nearly everyone
on my street still dumps their lawn clippings and compostable waste in the
big green garbage bins.

Until there is an immediate dis-incentive for existing practices I wouldn't
expect broad adoption of new practices.
