I don't know what their policy or technology will be, but one public
wifi spot I set up (and also another one I've used) have a captive
initial web page. That page consisted of simply a form for accepting a
user agreement (for legal reasons, perhaps), and then let you go your
merry way. There was no user management aside from logging connections
and knowing users agreed to a certain document. Of course, on the topic
at hand, this is only speculation.
