They're blocking everyone equally. If they only unblocked
Saskatchewan casinos, then there'd be a problem.
There is nothing wrong with shaping traffic or blocking traffic.
Slowing all http traffic to 10kbps is fine. Slowing down telus.com
but not sasktel.com isn't fine.
