I believe SaskTel is the partner. However, keep in mind that they only
cover a very small region of downtown Saskatoon and Regina right now,
and as such they're not really competing with ISPs. Certainly not with
Image, who doesn't compete well with the main ISPs in the cities anyway
due to low bandwidth, poor image quality, etc, and is more suited to
serving more rural customers that the standard high speed providers
can't reach.

No, I think think this is likely just a move to grow city cores, expand
business in those areas. Other much larger cities are doing the same
thing, and so Saskatchewan is moving to be a leader in this area well
ahead of cities its size.
