Vanilla installs of Windows XP will _not_ play an Mpeg2 file. The mpeg2
codec is usually installed by DVD player programs such as WinDVD.
Still, some of those don't install a directshow (is that the right
term?) codec, so you would have to open the mpeg2 file directly in the
dvd player app. If you're lucky enough to have a dvd player that
installed a directshow codec, you should be able to play mpeg2 files in
windows media player.

If you really want a portable format that will play nearly anywhere out
of the box, use mpeg1. Sadly, the compression isn't nearly as good.
