I think it's just a continuation of poor waste management policy.
It costs nothing to toss something in the garbage where it's simply tossed
in the ground creating a future environmental problem.
With the exception of sufficient quantities of certain scrap metal, there
is a net cost to the consumer to recycle. At least with beverage containers,
consumers can collect the deposit portion of the fees.
The economic incentive with current policy is to send it to the landfill.
