The letter I received from the e-cycler on behalf of the gov't seemed to
indicate that any vendor in Sask had to sign on. I took it to mean local
vendors, I imagine the exception would be vendors who just broker the
transaction with say Dell such that the suppliers invoice in made out to
the customer, not the broker.

Since I don't do hardware, I just tossed the info or I'd go back and re-read
it.
