You should be able to restart apache without rebooting, if you can restart
apache and have it not prompt for a password for the SSL cert, then it will
behave the same on a reboot as long as you don't tinker with any of the
startup scripts.

The only reason you should have to reboot is to apply a kernel update or
test changes to the rc/startup scripts.
