I just built a system from OTV for my mom that included an XP Home
license and a 17" LCD for around $840. Drop the monitor ($199) and
XP license ($109) and we're looking at about $530 before tax.

It was (off the top of my head):

A64 3000+ (not Sempron)
Name brand motherboard w/ Integrated Video (Asus or MSI, I don't recall)
1Gb DDR2 (667MHz? It was an accident, I was going to get 533)
80Gb SATA HDD
LG Dual layer DVD-R
Cute InWin mATX case and PSU
Floppy Drive (shudder)

For her purposes (and well, for mine too) I'd call that significantly
more than "useful". For my own use, the only thing I'd really need
to upgrade is the hard drive. Right now my lappy is spec'd a fair
bit lower than that, and it's still exceptionally useful. Sure, if
you're gaming, you'll probably need more in the video department, but
that goes well beyond being "useful"
