Granted, I haven't tested this theory, but could you not restrict the altering
of the desktop by reconfiguring the ownership and/or permissions of the .kde
(if you were using KDE) directory?
Make .kde readable but not writable by the user. This would prevent changes,
would it not?
Making the default user /home directory only readable would then prevent new
software from being installed, too. The only place that can be saved to
would be your Samba share.
