Here's a hint about why. Your suggest scheme sounds great from a
technical point of view. I'm going to ignore the additional
engineering cost, and just look at a per-unit setup cost. Lets say
that it takes, on average, 5 minutes to set up the key pairings, and
assume an installation of 50,000 units:

50,000 units * 1/12 hours/unit = 4166.7 hours
4166.7 hours * $20/hour = $83,333

Assuming that they don't anticipate losing more than $83,000, it
doesn't really make sense to add that overhead. (I'm not debating
how safe of a decision this is, just looking at it from a bean
counter point of view). I think I'm likely shooting low here as
well, given that Sasktel pays their Tier I tech support roughly $20/
hr, the actual installers may make a little more than that.
