SaskTel writes their own tariffs. SaskTel determines their own prices and
specific procedures. The CRTC just approves them, as long as they fit
within the CRTC's broad policies. It's SaskTel that determines the price
of T1's, then happily say it's CRTC regulations that force them to charge
that price.
