Absolutely it's regulators that make T1's twice the price in SK.
The vast majority of Sasktel's wired services are 'restricted' by the
CRTC, as Sasktel is the incumbent telco - and currently holds a
'monopoly share' of the customer base. Any changes to the pricing
must be approved by the CRTC, no matter the comparitive price offered
by competitors in Saskatchewan or other telco's in other provinces.
If the CRTC feels, for any reason, that the change in price (or for
that matter even offering a new service) is 'unfair', the request is
rejected. If the request would make it even the slighest bit more
difficult for another company to offer a competing service (even if
the competitor is already significantly less expensive) - out comes
the 'monopoly' card and the request is rejected.
