In Ubuntu lirc is in universe, thus its not officially supported;
usually this means that they just take the Debian version as of when
they synch and don't do too much else with it. Indeed, right now, the
most recent version in Debian is 0.8.0-9 (compared to 0.8.0-5ubuntu1
in Edgy).
A better question might be "Why isn't Debian unstable using lirc 0.81pre2?"
