Did you install libncurses6 (I believe)? You need that to make menuconfig.
You can download the 2.6.18 kernel source directly if you like. I've built
Debian kernels that way before.
You may want to get the kernel package manager tools (google for the
details) as they make installing kernels under Debian/Ubuntu much easier.
There is a good faq out there; email me if you can't find it.
