It could be either. What kind of phone does he have? If he has a TDMA
phone or a single-band GSM phone, that could explain the troubles. If he
has a phone that supports both North American frequencies, then it is a
network problem.
All concrete buildings are going to have signal issues, so one should try
SaskTel in the same building prior to assuming coverage will be fine on that
network. It all depends how close the nearest tower is.
