It could be either :-). It might mean that all his co-workers have
phones that use SaskTel's CDMA network, and SaskTel has a closer tower.
Alternatively, it might mean that he has an older Rogers phone that
doesn't support the 850MHz GSM frequency. 850MHz, being a lower
frequency, has better in-building penetration than 1900MHz.
