I haven't looked at competitors roaming lately (last was about a year ago).
I did notice on the bill which included roaming from my last trip to
Seattle that the U.S. roaming went up to $1.25/minute from $1.00. I double
checked on Rogers web site to confirm. The one change I noticed is the
roaming was uniform throughout the state. There used to be a couple of
spots (that I never went to) that cost substantially more.

I hope so. Since my cell is my main phone other than at the office, I'd
like an option to shop around without changing my number.
