If I set both to 2Mbps, no shaping will take place. The shaping only
happens when the pipe is full. If I download 1Mbps and upload 1Mbps
at the same time (which totals the pipe's maximum of 2Mbps) neither
queues will hit 2Mbps, so no packets will be shaped.
