So rewrite it so that both sides are 2Mbps. If I have 2 machines on a
LAN (10Mbps, 100Mbps, etc), they'll converge to the maximum via normal
flow control. If I setup Wondershaper to the max (10Mbps, 100Mbps, etc)
with a priority to a particular port of packet, it'll all Just Work (TM)
as designed.
TCP has internal flow control already.
