Well, BEEP would only be shaped properly if TCP was shaped properly,
since they implement BEEP over TCP, so I don't think it relates at all.
You're looking for some kind of smarter useage of TCP where it's
keeping track of out/incoming packets, and dropping accordingly (ditto
for UDP which has no natural flow-control built into it).
