Minor list policy change regarding non-subscriber postings.

Normally I let about 20 some non-subscriber messages build up before
attending to them. This usually takes a month. The most recent time I
did this, it broke down to:
        7 Nigerian fraud schemes
        6 Spams
        6 Content-free spams (a message with no text/plain section.)
2 List related emails (1 reply to the shielded archives email, 1 new
person).

And this wasn't an abnormal level of spam; I think I've seen 5 mailing
list emails get caught total since I setup the system to remove spam
from the list over a year ago.

Considering the rather large predominance of spam and crap, I'm setting
the mailing list so that it will automatically generate bounces which
contain instructions on how to get onto the list. I wouldn't mind
adding information on our meetings to it, but I figured it'd be best if
we all agreed on the format of this message.

        Suggestions? Ideas?
